Description of Activities
The City of Dallas and the Texas Commision on Environmental Quality (TCEQ) will provide on-site, technical assistance to Dallas area industries. The focus of these efforts will be to identify pollution prevention, energy conservation, and water conservation strategies and technologies that can be incorporated into a facility’s operations. A specific focus will be to provide recommendations for reducing the use of VOC coatings, solvents, and adhesives, and promoting the use “cleaner” alternatives, and for improving energy efficiency in a facility’s operations.
Working together, the City of Dallas, the TCEQ, and the EPA would identify potential sources within the area that might impact air quality in the City of Dallas. Next, these three entities will work cooperatively to develop a list of potential measures that facilities might implement to reduce emissions and improve their energy efficiency. Facilities identified on the initial list could then be invited to a TCEQ Pollution Prevention Workshop to be held in the Dallas area to learn about pollution reduction strategies and their potential to reduce costs. Finally, the TCEQ and the City of Dallas could work cooperatively to train inspectors on strategies for assisting businesses with pollution prevention.
Tracking of the emissions reductions achieved per facility would be a key component and could be accomplished through the annual reporting to the TCEQ SAV+ program.
Deliverables & Environmental Results
- Work cooperatively to identify potential sources matching regional priorities;
- Develop a list of potential technologies and strategies to assist key sectors and industries;
- Work cooperatively to provide technical assistance to participating facilities; and
- Quantify estimated emissions reductions from SAV and pollution prevention activities.
Project Timeline
- July 2007—EPA, Dallas and TCEQ develop more detailed project plan
- September 2007—List of potential sources that should be a focus of SAVs
- November 2007—Develop a list of potential pollution prevention strategies/technologies
- October 2007—Invite “focus” sources to a Pollution Prevention Workshop
- September 2007 – December 2008—Conduct SAVs
- January 2009—Follow-up with facilities that received SAVs
- February 2009—Summarize emission reductions from SAV recommendation
